(About the author)
     This program will analyse the possible combinations in killer sudoku using any lengh and available digits. It will not solve the puzzle for you, but will remove the mundane and repetitive number crunching and leave you to enjoy solving the puzzle logically.

Avoid repetitions of control/string manipulation it's slow and often unnecessary.
Also don't reset variables to the same thing inside loops.

your code

For x = StartNo To EndNo
Target = Val(txtTarget.Text)

reads the control txtTarget many times

this code
Target = Val(txtTarget.Text)
For x = StartNo To EndNo

does it just once
