Just re-downloaded again and the files README.TXT says are to be renamed are still nowhere to be found inside this zip file.

You can download the FMOD binary files at: http://www.fmod.org/fmod-downloads.html Go to the 'FMOD Ex Downloads' section and select the Windows Platform Stable download.

If you're developing audio apps with VB6, I'd also suggest trying the BASS audio library at: http://www.un4seen.com In the lefthand column, Click on the BASS link under Welcome. At the very top of the linked page click on the Windows logo download (download - Win32). This will download bass24.zip (788.5 K Bytes). The zip file contains the BASS binaries, documentation, and sixteen VB6 audio example programs.

Weird, i checked the file and you seem to be true. But the files were there when I uploaded the zip package (checked the sent file on my computer) and seems that PSC system removes binary files although they have been renamed. Wait a moment and I update the description text with link to the package which contains ALL the files.
